What’s New?
Starting June 25, 2025, Canada has revised the Post-Graduation Work Permit (PGWP) eligibility rules, with a specific focus on international students enrolled in non-degree programs (i.e., programs that are not bachelor’s, master’s, or doctoral degrees).
Emphasis on Career-Relevant Programs
To qualify for a PGWP, international students in non-degree programs must now complete studies aligned with occupations facing long-term labour shortages — the same roles prioritized under Canada’s Express Entry system.
This shift aims to ensure students are gaining skills in high-demand sectors such as health care, education, and skilled trades, where Canada has an ongoing need for workers.
Which Programs Still Qualify?
To align with Canada’s labour market needs:
- 119 new fields of study have been added, primarily in health care, social services, education, and skilled trades.
- 178 fields that no longer align with in-demand occupations have been removed.
- The updated list now includes 920 eligible fields of study for PGWP eligibility.
Key Dates to Note:
- November 1, 2024: Important cut-off for application rules.
- June 25, 2025: The revised list of eligible programs officially took effect.
Who Do the New Rules Apply To?
You’ll need to meet the updated field of study requirements if:
- You are enrolled in a non-degree program (not a bachelor’s, master’s, or doctoral program).
- You applied for your study permit on or after November 1, 2024.
- Your program must correspond to an eligible CIP (Classification of Instructional Programs) code at the time you apply for either your study permit or your PGWP.
Who Doesn’t Need to Follow the New Rules?
You’re exempt from the updated field of study requirement if:
- You applied for your PGWP before November 1, 2024.
- You completed a PGWP-eligible flight training program.
- You graduated with a bachelor’s, master’s, or doctoral degree.
- You applied for your study permit before November 1, 2024, even if your program was later removed from the eligibility list.
Final Takeaway
Canada is aligning PGWP eligibility with labour market demands to ensure international graduates are equipped for roles the country truly needs. If you’re considering a non-degree program, verify that your field of study is on the updated eligibility list—and pay close attention to key dates, as timing plays a critical role.
